Preliminary Methods for Working the Issues
Sorting out issues and the priority of issues is not easy for as a minimum all the factors in the major areas must be considered and some of these factors are constantly changing so it is not a static exercise. Aside from these issues there is the strategic vs public sentiment or tactical consideration which greatly affects timing. Nations solve many larger problems when the timing is right or when crisis presents the opportunity of public fear or concern.
Working of the potentially most important issues in Para IV is more of an example than a final determination. Use them in that fashion for they are merely a start.
A fundamental approach to all issues is the line-up of Pros to the opposing Cons and is addressed below contending factions will find ways to change the answer from pro to con and vice versa.
Prioritizing Issues

Cross benefit -Cross Costs. Cross Boundary How much impact does this
issue on other important issues. Is this preliminary to solution of
other issue 2. What is the actual as well as perceived impact
on individual public security and economic health. i.e. what does this impact on me. 3. Does this issue have a perceived or actual impact on invidiual health 4. What is the Cost Benefit calculation for this issue if solved; if left run; if delayed what is the opportunity cost 5.
What are the public myths or beliefs that affect rational solution of
this issue. Do they make the issue unapproachable.at this time. Can
they be overcome? 6.
Who are the major proponents or opponents and the extent of their
interest and intent to use their assets to affect the issue. 7. What is the current level pf public interest
Sorting Out The Question
What is the question? Changing the question undoubtedly changes the answers, but what or whose question deserves answers the Pro-Cons of a slanted question from one political faction is totally different from that of a contesting political faction. How do we address this?

The Interrelation of myths, religions and morality has enormous impact on our ability to solve social problems. Reason does not always reign but myths and religion can be part of the solution if properly understood and applied. Moralities shift depending on the cultures and the times but current conceptions of morality

Considerations
1. As the Issues are developed it will become obvious that each question contains other questions or even a better statement of the initial question. What is that initial broad question that must be addressed and the secondary issue/questions?
2. Importance is gaged on the priority of solving the first question before reasonable progress can be made on the following questions. This does not mean that the following questions cannot achieve less than optimum solutions without progress on higher priority issues only that the cost to society will be higher.
1. Congress: What is wrong with Congress and what must be done to correct the problems?
Importance: We depend on Congress to solve the problems of the nation. The President can propose but the Congress must provide the legal base for action. Currently Congress does not seem to be able to approach problems in a bipartisan manner in order to come to solutions to the major problems which afflict us.
